WEST STREET (D5519), HASLEMERE – TEMPORARY PROHIBITION OF TRAFFIC ORDER 2020

SURREY COUNTY COUNCIL PROPOSE TO MAKE the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of West Street (D5519), Haslemere that extends from its junction with Popes Mead (D5519) to its junction with Chestnut Avenue (D5519). This Traffic Order is required to enable Morrison Utility Services to make a new water connection on behalf of Affinity Water/Thames Water. These works are anticipated to be carried out between the hours of 9am and 4pm within 4 days of the 12 month period of operation of this Temporary Order that commences on 10 February 2020. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians; dismounted cyclists and equestrians will be maintained at all times by means of path-boards. No sole access will be affected; vehicular access for emergency services, residents and businesses will be maintained via the diversion route which will be: Chestnut Avenue, Bridge Road and Popes Mead.

SURREY COUNTY COUNCIL PROPOSE TO MAKE the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Holdfast Lane (D5528), Haslemere that extends from its junction with Petworth Road (B2131) to its junction with Clammer Hill Road (D5528). This Traffic Order is required to enable SGN to carry out gas mains replacement works. These works are anticipated to be carried out within 4 months of the 12 month period of operation of this Temporary Order that commences on 10 February 2020. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians; dismounted cyclists and equestrians will be maintained at all times. Access for residents and businesses on the affected length of Holdfast Lane (D5528), including access for emergency services to such properties will be maintained at all times via the vehicular diversion route which will be via Clammer Hill Road, The Mount, Grayswood Road, Haslemere High Street and Petworth Road.

Dear Nikki,

Good evening. I’m writing to inform you that following a derailment of a freight train near Eastleigh station earlier today, customers have faced severe disruption. Unfortunately, this disruption is likely to continue into tomorrow morning.


The derailment affects around 5 wagons of the freight train and it will take some considerable time to re-rail the wagons and assess any damage to the track.

One line is currently open for services heading towards London Waterloo from Southampton, but a bus replacement service is in operation for passengers travelling in the opposite direction between Basingstoke and Southampton. Other services are being diverted via Cosham, although this will result in a much longer journey.

The derailment occurred in a key location on the mainline between Southampton and Waterloo which has resulted in severe disruption to services on our network. It was not possible to immediately remove the freight train as the RAIB needed to investigate the incident, as per industry procedures. Given position of the train, removing the wagons will require all lines through Eastleigh to be blocked. It is estimated that it could take around 18 hours until the affected wagons are recovered and removed. However, this process has yet to begin.

We are working very closely with Network Rail to ensure lines reopen as soon as possible in order to minimise any further disruption. We are sorry for the impact this is having on our customers.

Lower Street Drain, Haslemere

Several residents brought to Surrey County Council’s attention the overflowing drain in Lower Street.

I have been out with the jetter at the Lower Street crossing, investigating the drainage problem. The drain has been jet washed and a camera probe sent down, revealing a blockage in the pipe under Lower Street. The team think it is probably a water utility pipe.

Next steps… SCC highways to obtain a street works permit to excavate the road in order to repair the problem.

Surrey Police and PCC Engagement Events

Dear Residents Associations,

Surrey Police and the Office of Police and Crime Commissioner are holding a series of public engagement meetings from January 8 – February 2020, and would like to invite your residents to help promote and attend these events for the maximum impact in our communities.

See attached media release and link here to assets with the specific details of each local event, now being promoted by Surrey Police. Residents are urged to register for their local event using the eventbrite links here.

The meetings are a great opportunity for members of your Association and other local residents to get involved in the issues that matter to them locally, to hear about future plans in policing their neighbourhoods, and to consult on plans for the local council tax precept for policing in 2020.

A meeting will be held in every borough and district in Surrey, with presentations by, and an opportunity to ask questions to the PCC, a Chief Officer and the local Borough Commander.

Notice of emergency roadworks – Hindhead Road as well as Farnham Road

Dear Councillor,

For your information can I advise you of emergency works being carried out on Hindhead Road, Haslemere (approximately 85m south of the junction with Critchmere Hill).

South East Water need to repair a leaking water pipe. The traffic management that is placed is Two-Way Signals and the estimated end date is the 13/12/2019.

We have requested manual control between 06:30-09:30 & 16:00-18:30 to minimise disruption as much as possible.

I would be very grateful if this statement could be read out on Friday at the LAC- item 8.

The proposed Cycle Tracks Order on a section of Footpath 19 is an initiative that has support from Haslemere Town Council, Haslemere Vision, Haslemere Community Rail Partnership (in partnership with the Surrey Hills and Cycling UK) and Transition Haslemere.  It is identified as one of the “opportunities” in the submission draft Neighbourhood Plan.

There is a growing community desire to improve the conditions for cycling in Haslemere and this is borne out in some specific ways:

  1. Haslemere Vision, the town’s neighbourhood plan steering group (www.haslemerevision.org.uk), carried out an extensive public consultation in 2016 that identified very strong public support for better walking and cycling provision in the town.  The public opinion was strongly in favour of improvements being introduced to encourage more “active travel” to access Haslemere train station.
  • Haslemere Community Rail Partnership commissioned a Station Travel Plan in 2016 that also identified a public desire for safer routes to and from the station in order to reduce the dependency on the private car. 
  • Transition Haslemere partnered with a local cycling group in the summer of this year to organise several mass bike rides, involving a wide cross-section of cyclists, including families with younger children; associated press releases called for improvements to Haslemere’s cycling infrastructure. 
  • Haslemere Town Council has recently declared a Climate Change Emergency and one of its stated aims is to promote more sustainable transport modes.

Cycling in Haslemere is extremely challenging for all but the experienced, confident cyclist.  The main routes through the town are in many places narrow, with no space to accommodate a separate cycle lane.  Key pinch points include: Fosters Bridge near the station; the Wey Hill shopping area; and the high pavement section of Lower Street.  These are all particularly hazardous for cyclists.  Very significant funding would be required to address these challenges – funds that are currently not available to members of this committee.

A creative approach is therefore needed if we are to improve cycling in Haslemere within the existing physical and financial constraints, to encourage wider and safer participation.  An opportunity does exist in the form of the network of paths – both formal and informal – that criss-cross the town.  The strategic vision of the groups supporting the proposal today is to use these paths, linking up with some quieter roads where gaps exist, to create a safer, integrated network of cycle and walking paths.  This network would provide links between and among residential zones and key community assets, including our schools, health centre, sports centre, library and shopping areas.  The plan is to work with the Surrey Highways and Countryside teams to direct funds, as they become available, to upgrade sections of path and the linkages to create this network.

The proposal for consideration today and set out in the committee papers, is to upgrade a section of Footpath 19 via a Cycle Tracks Order.  This marks the first piece, so to speak, in this ‘jigsaw’ of a town-wide cycle and pedestrian network.  The route is already used by cyclists informally as it provides a back-route link from Lower Street near the station, through to both Lion Lane Green and Shottermill Infant and Primary school, and up to the National Trust Devil’s Punch Bowl where cyclists can connect to the extensive Cycle Surrey Hills cycle network, with 90km of off-road tracks.

A criticism of the proposal that has been received by Officers is that the Cycle Tracks Order creates a small isolated section of cycle route.  As explained above, this is intended to mark the first section of a wider strategic network of interlinking paths, which will be improved and upgraded as and when funding amounts become available.  The vision would then be to upgrade the next section of route from the end of the proposed length of path, to link it with both Shottermill Infant and Junior schools as the next piece in the ‘jigsaw’ once funding is secured.  Both Heads are working hard to promote ‘Safer Routes to School’ and more active travel by pupils and parents so as to reduce parking and congestion as well as to improve air quality and safety issues around their schools.

The scheme’s cost (£7,000) represents good value for money as it improves the off-road path for current users of the path, be they pedestrians, disability scooter users or cyclists.  The scheme will upgrade the path surface, widen the existing path and replace a rotten wooden barrier over the small stream which the path crosses. 

The Surrey Highways and Countryside teams have assessed the scheme thoroughly and confirm that when upgraded the path will accommodate both cyclists and pedestrians, with signage to encourage mutual respect by all path users and “cyclists dismount” signs will be installed in front of the bridge over the stream.  The path will remain on the definitive map retaining footpath status, and the proposal is not opposed by the local rambler group.

Looking ahead, Waverley have plans for a housing development on the current Youth Campus site adjacent to this proposed upgraded section of path, which would therefore be directly accessible to residents in the new homes.
