Shaping Surrey’s Community Recycling Centres

Increased demand for essential services such as adult social care and school places, coupled with reduced Government funding, means Surrey County Council needs to review its spend on all the services it provides for the county’s residents.

Why The Council Is Consulting

One of those services is waste, where the council currently spends around £57 million a year. This includes 15 community recycling centres (CRCs), where 145,000 tonnes of waste and recycling are taken every year by Surrey residents.

The council has already reduced the cost of running the CRCs by introducing a permit scheme for trade waste; checking ID to ensure only Surrey residents are visiting the CRCs; and helping residents to recycle more by increasing the number of materials that can be recycled.

The aim of this CRC review is to make further savings while maintaining this important service to residents. To achieve this we need your views. Plans will only be finalised once you have had your say on the options below:

1. Introducing charges for non-household waste (such as DIY waste) or not accepting it at all.

2. Reducing opening hours on weekdays.

3. Closing CRCs on the least busy weekdays.

4. Full closure of some CRCs.

5. Only accepting waste at CRCs in clear plastic bags.

6. Selling good quality second hand items at CRCs.

Changes to the Community Youth Work Service in Waverley

Overview

Surrey County Council is making changes to the Community Youth Work Service (CYWS) in Waverley.

CYWS helps young people to be more employable by building their resilience, developing their skills and improving their wellbeing through youth work.

Youth work is often delivered from youth centres, but youth workers also work in the places where young people meet, for example in local parks. It is a way of working with young people that is voluntary and helps them to develop their skills, knowledge and confidence so that they can reach their goals. It is available to all young people, especially the ones who need support the most. We will work in partnership with other organisations to provide more activities for young people.

Why Surrey County Council is consulting

There is less money available for Services for Young People overall. This means we need to find ways of delivering youth work that make the most of the money we have. We want to use the money we have for youth work to make the biggest difference to young people. In particular, this means helping them to prepare for work and their adult life. To do this we need to divide the money we have between different parts of Surrey fairly to make sure that the young people who need support the most get it. We want to find out what you think about our plans and your ideas of how we can do things better.

  • Godalming (venue tbc) – Monday 17th August 2015.  Time 19:00 pm to 21:00 pm

The consultation in Waverley will be running until 21 August 2015.

Woolmer Hill Road – Emergency Carriageway Patching Repairs

SURREY COUNTY COUNCIL IN EXERCISE OF ITS POWERS UNDER SECTION 14 (2) OF THE Road Traffic Regulation Act 1984 (“The Act”) and all other enabling powers hereby gives notice that no person shall cause or permit any vehicle to enter or proceed in that length of (D5508) Woolmer Hill Road, between its junctions with Sandy Lane and Hatchetts Drive, Haslemere. The works will be completed in 2 phases to allow for access to the Leisure Centre from at least one end of the closure at all times. The first section will be:

Woolmer Hill Road, from its junction with Sandy Lane south-eastwards for a distance of 50 metres and the second section will be from Woolmer Hill Technology College to its junction with Hatchetts Drive.

Access will be maintained for pedestrians and emergency services vehicles only.

The prohibition referred to above will not apply in respect of anything done –

  1. a) with the permission or at the direction of a police constable in uniform
  1. b) in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police

The prohibition specified above is required to allow emergency carriageway patching repairs. This will commence on 27 May 2015 for a period of 1 day, but this period may be extended by the County Council up to a maximum of 5 days if required.

Traffic will be diverted via Critchmere Hill, Hindhead Road, Portsmouth Road, Upper Hammer Lane, Woolmer Hill Road, or vice versa.

Speeds in Grayswood Road

SURREY COUNTY COUNCIL PROPOSED TO MAKE the above Order under Sections 81 (1), 82(1) and 84 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) and all other enabling powers, the effect of which is to:

  • revoke part of “The Surrey County Council Grayswood Road (A286) Haslemere (40 mph Speed Limit) Order 1995” insofar as it relates to that length of Grayswood Road, Haslemere, stated in Schedule A below;
  • impose a maximum speed limit of 30 miles per hour along the length of road specified in Schedule A, by way of the system of street lighting provided on that length of road.

A copy of the proposed Order, the Order to be amended, together with a plan showing the length of road to which the Order relates and a Statement of the Council’s Reasons for proposing to make the Order, are available to view at (i) Surrey County Council, Traffic Regulation Orders Team, Rowan House, Merrow Lane, Guildford, Surrey, GU4 7BQ between 9.30am and 4.30pm Monday to Friday; (ii) Haslemere Library, 91 Wey Hill, Haslemere, Surrey, GU27 1HP, during normal opening hours; and at (iii) Waverley Borough Council (Democratic Services), The Burys, Godalming, Surrey, GU7 1HR, during normal office hours .

If you wish to object or make other representations to the proposed Order, you must send the grounds of your objection in writing to the Traffic Regulation Orders Team, at the address below, by 26 June 2015.

Notice of SSE works in Bunch Lane

TEMPORARY PROHIBITION OF TRAFFIC ORDER 2015

ON 20TH MAY 2015 SURREY COUNTY COUNCIL MADE the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984 (“The Act”), the effect of which will be to prohibit vehicles from entering or proceeding in that length of Bunch Lane (D5514), Haslemere that extends from the northern highway boundary of the property known as “Enderby” to the southern highway boundary of the property known as “Cedar House”.
The Order is required to enable Scottish and Southern Energy to carry out excavations and lay cables. These works are anticipated to be carried out between the hours of 07.00 and 17.00 within two weeks of the three month period of operation of the Temporary Order, which commences on 26th May 2015. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed.

Access will be maintained for pedestrians at all times. Access will be maintained for residents, businesses and emergency vehicles via the signed diversion route however in the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Vehicular traffic will be diverted via Bunch Lane, St Christopher’s Green, Wey Hill, Inval Hill and Bunch Lane.

Proposed changes to local bus services

The second consultation on Surrey County Council’s local transport review was launched this morning, giving residents and stakeholders until 8 June to have their say on proposed changes to local bus services.

Proposed changes to local bus services in Surrey East and Surrey West

Surrey County Council has worked with bus operators to negotiate better contracts that will give the council better value for money. However, to make the required savings needed from the review, the council is now proposing some changes to local bus services, and wants to hear residents’ and stakeholders’ views in a second consultation.

counties where there are proposed changes to bus services.

Please note: In the first consultation we undertook a review of the two extra concessions that the council funds for some concessionary pass holders (free travel for disabled pass holders before 9.30am or after 11.00pm and free companion passes). The feedback was that these extra benefits are greatly valued, and as a result we are now not proposing to change these concessions.

Surrey News – NHS Health Checks and Support for Carers

SURREY NEWS

Free NHS Health Checks available in Surrey 

Nationally, the NHS Health Check is expected to save 650 lives, prevent 1,600 heart attacks and strokes and stop 4,000 people developing diabetes. Residents aged 40-74 who have not had a stroke or been diagnosed with heart disease, kidney disease or diabetes could be eligible for a check at participating venues throughout Surrey. It will help them identify the warning signs of these conditions and their risk of developing them. This means early action can be taken to prevent them. The check is quick, easy and free. Residents are encouraged to visit www.healthysurrey.org.uk/healthchecks to find out if you’re eligible and where you can have an NHS Health Check.

Are you looking after someone but juggling too much?

Across Surrey there are people who spend much of their time juggling a career and running their home, whilst carrying out caring duties. Often referred to as a sandwich carer, they provide unpaid care mainly for an older or frail parent or relative, whilst helping care for other family members; grandchildren for instance. For the next fortnight we’re encouraging residents who look after someone else to visit the Surrey Information Point website, where they can find out what support and information is available. Surrey County Council will also be encouraging these unpaid carers to tell their GP about their caring role.

Highways Roadworks Update

Two important updates relating to road repairs.

A286 Road Re-Surfacing

Further to the ongoing Project 400 carriageway resurfacing scheme at the A286 Haslemere /Grayswood Road, please be advised that major issues with the existing surface water drainage and gully cleansing maintenance progress have meant slow progress during the recent heavy rains. This repair scheme has now overrun and as such will now continue for at least another week up to the 21st November 2014.

A287 Hindhead Road Re-Surfacing

The scheme is due to commence on the 17th November and completion is projected as 4th December, weather permitting. Working hours are 20.00 to 06.00 except 4th Dec when a revised start time of 21.00hrs will be in place (to help with the Haslemere shopping night – click on poster below and please help to support all our local businesses).

Chamber Shopping Haslemere

Limits are the junction of Polecat Hill in the North (including the section across the junction) and the Jn Lion Lane. The works teams will isolate the section across the junction with Polecat Hill so that it can be worked on and then the closure can be moved forwards, which will allow the junction to be re-opened.

There will be ‘Gatemen’ stationed at either end of the closure. Armed with ‘Walkie Talkies’ they will be in direct contact with each other and the workforce and will be able to direct any residents living off of the closed section of road so that they can be informed as to whether they can access their residence through the works at that point or if they need to follow the diversion round (or any other suitable way they may know) and gain access via the other end of the closure. VMS signs are in place and signs and letter drops have taken place.

And finally

Derby Road East outside St Bartholomew’s Primary School has now been repaired. The council has appreciated the e-mails and tweets with thanks from The Headteacher at St. Bartholomew’s, the Derby Road and Weydown Road Residents’ Association and town residents.

Temporary Road Closure – Sturt Road (A287) – begins 3rd Nov 2014

TEMPORARY PROHIBITION OF TRAFFIC ORDER 2014

SURREY COUNTY COUNCIL PROPOSE TO MAKE the above mentioned Temporary Order (“this Order”) under Section 14(1) to the Road Traffic Regulation Act 1984 (“the Act”), the effect of which will be to temporarily prohibit vehicles from entering or proceeding in that length of (A287) Sturt Road, Haslemere, between its junction with (B2131) Liphook Road and its junction with the access road used to enter The Herons Swimming and Fitness Centre, a distance of 175 metres.

This Order is required to enable Network Rail to replace damaged warning chevrons at the railway bridge. These works are anticipated to be carried out over three nights between the hours of 21.30hrs and 05.30hrs from the 3rd November 2014 within the two-week period of operation of this Order that commences on 3rd November 2014. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access will be maintained for pedestrians. No access to any property will be affected. Access will be maintained for emergency vehicles via the signed diversion route.

Vehicular traffic will be diverted via Sturt Road, Midhurst Road, Shepherds Hill, Lower Street, Wey Hill, Lion Green, Junction Place and Liphook Road.

Diversion Liphook Road – Temporary Prohibition of Traffic Order

LIPHOOK ROAD (B2131), HASLEMERE

TEMPORARY PROHIBITION OF TRAFFIC ORDER 2014

SURREY  COUNTY  COUNCIL PROPOSE TO MAKE the above mentioned Temporary Order under  Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which  will  be  to  prohibit  vehicles from entering or proceeding in that length  of  Liphook  Road (B2131), Haslemere that is crossed by the railway bridge and for a distance of fifteen metres either side. This Traffic Order is  required  to  enable  an  examination  of  the  railway  bridge  and/or maintenance works on behalf of Network Rail.

These works are anticipated to be carried out between the hours of 22:00 and 06:00 within one night of the three month period of operation of this Temporary Order that commences on 6th October 2014.

The  closure  will  only  operate  when  the  relevant  traffic  signs  are displayed. Due to the likelihood of danger to the public and serious damage to  the  road,  it will not be possible to maintain any access through this temporary  closure  however no only means of access to any property will be affected  and  advanced notification will be given. In the event that it is necessary  to  restrict  any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.

Vehicular  traffic  will  be  diverted  via Liphook Road, Shottermill Road, Liphook Road, Sturt Road, Camelsdale Road and Shottermill Road. See here: Liphook Road – Diversion.
