Questions submitted to full council next week

I have submitted two questions ahead of SCC’s full council next week:

On Haslemere fire services:

Further cuts to night cover at fire stations are being proposed by this council.  The first round of ‘transformational’ cuts had a significant impact on Haslemere station, which is now is currently often left empty.  Most incidents on Haslemere’s ground are now being covered from outside the areas resulting in increased attendance times- often between 20-30 minutes- when the promise is attendance is under 10 minutes, 80% of the time.  I understand studies indicate an overall reduction in attendance times as a result of the transformation, however this is not working for Haslemere- which also provides cover for any emergencies in the A3 Hindhead Tunnel.

My question, given the current situation as described above, how can I reassure my residents in Haslemere that they can have confidence in their fire service provision to assist in an emergency particularly during the night?  

On sustainable transport relating to SCC’s proposed new headquarters:

Given the distance of the proposed Woodhatch site from the nearest rail station, what plans will be made to ensure our residents, SCC staff and councillors are able to access the proposed new civic heart for Surrey by sustainable transport modes?

Update on Woolmer Hill tree situation in Haslemere

Many residents have contacted me about the tree on Woolmer Hill and the resulting build up of traffic. I have been working with SCC highways on this matter. Here is an update from our highways representative for Haslemere:

“The tree that was originally in question has been cut away and cleared but our tree surgeons discovered a further 4 dangerous trees that are in danger of falling. Where the trees are located unfortunately they require some additional specialist equipment including a crane, digger and cherry picker to carry out these works safely. Unfortunately this takes time to organise but the works will be carried out on within the next couple of days to get all 4 removed. Once again sorry for the inconvenience. ”

Thames Water need to repair a burst water main. The traffic management that is placed is a Road Closure and the estimated end date is the 01/10/2020.

Emergency utility works on Lower Street, Haslemere

Dear Councillor,

For your information can I advise you of emergency works being carried out on Lower Street, Haslemere (Outside 66).

Thames Water need to repair a burst water main. The traffic management that is placed is Two-Way Signals and the estimated end date is the 30/09/2020.

We have requested manual control between 06:30-09:30 & 16:00-18:30 to minimise disruption as much as possible.

Public Footpath 24 (Haslemere) Diversion Order

Notice of Making of an Order

Public Footpath No. 24 (Haslemere)
Public Path Diversion Order 2020

The above Order, made on 2 September 2020, under section 119 of the Highways Act 1980 and section 53A(2) of the Wildlife and Countryside Act 1981 will, if confirmed, divert Footpath 24 (Haslemere) running from a point at Grid Ref 489859 134365 in a southerly turning to south easterly direction for 46m, to a line running from the same point in a south easterly direction for 40m, as shown on the Order Map.

A copy of the Order and Map may be seen free of charge at the Countryside Access Office, Surrey County Council, Merrow Depot, Merrow Lane, Guildford GU4 7BQ (by appointment Tel. 0300 2001003) and at Farnham Library, Vernon House, 28 West Street, Farnham, GU9 7DR during opening hours. A copy of the Order may be purchased from the County Council for £4.

Any representations or objections to the Order must be sent in writing to Countryside Access quoting reference DJ/AW/3/1/20 at Surrey County Council, Whitebeam Lodge, Merrow Depot, Merrow Lane, Guildford GU4 7BQ by 9 October 2020. Please state the grounds on which they are made. If no representations or objections are duly made, or if any so made are withdrawn, Surrey County Council may confirm the Order as an unopposed Order. Any representations not withdrawn will be sent with the Order to the Secretary of State for the Environment, Food and Rural Affairs for confirmation.

A287 Sturt Road, Haslemere – Temporary Prohibition of Traffic Order 2020

From Surrey County Council Highways:

Reference: ME-875331 – Surrey Highways: TRO A287 Sturt Road, Haslemere

Surrey County Council proposes to make the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of A287 Sturt Road, Haslemere that is crossed by the “Sicklemill Railway Bridge” and for a distance of 30m either side.

This Traffic Order is required to enable Centurion/Network Rail to carry out examinations and/or maintenance to the railway bridge. These works are anticipated to be carried out between the hours of 10pm and 5am, within 1 night of the 12 month period of operation of this Temporary Order that commences on 10 September 2020.

Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. No sole access to any property will be affected however access for emergency services, pedestrians and; dismounted cyclists, equestrians will be maintained at all times. The vehicular diversion route will be via Midhurst Road and Lower Street.

Surrey County Council Libraries re-opening plan

Here is some information about Surrey’s libraries re-opening:

Haslemere Library is in the last tranche – planning to be open on August 17th offering click and collect door service allowing customers to return their items and collect Ready Reads and reserved books. These libraries have not yet been confirmed but it is anticipated that they will be opening

The libraries listed above that are reopening on the 17th August will offer a limited browsing, borrow, return and PC model subject to staff availability, further updates to guidance and any local lockdowns. This includes revised HR guidance regarding shielded and vulnerable staff, the restart of schools and other childcare settings, and current local and national guidance which all may impact on staff availability.

Roadworks during the coronavirus restrictions

The government and Department for Transport have asked the Highway Sector Council to make every effort to deliver essential highways projects on all local authority highway networks, whilst abiding by the COVID-19 safe working practices. We are therefore carrying out these works in line with central government and COVID-19 safe working practises and in accordance with the CLC Site Operating Procedures, endorsed by Public Health England.

Our sub-contractor will have appropriate procedures in place to ensure their staff can comply with government advice. We would ask that you please respect these workers as they deliver these highways services.
